Nowadays, computer technologies became an integral part of living. People across the globe are using technology to make different tasks simpler and easy to do. One of the most significant contributions of technology is in the government sector. Different government units have significantly benefited from the use of computer technologies, especially barangay units.
The capstone project, entitled “Barangay Management System” is designed to be used by barangays. The system will automate the processes and transactions in the barangay. Conventionally, most the barangay uses manual approaches in doing their everyday activities and transactions. They use the pen and paper approach in recording and face-to-face in doing transactions. This method is outdated during the techno-era we’re having right now. It is highly prone to human errors and inefficient in providing satisfying service to the residents. There is an intensified need to improve the system used in operating and conducting a transaction in the barangay and its residents.
The most effective way to resolve the concerns mentioned above is the employment of an IT-based solution. The researchers aim to develop an automated management system that will be used by barangays. The said system will eliminate all the problems and errors encountered in the manual process.
The researchers will develop the system following the Software Development Life Cycle (SDLC) technique. After the development process, the researchers will present the system to the panel of IT experts for evaluation. The researchers will revise the system according to the result of the evaluation.
The implementation of the system will allow barangay duty officers to electronically make and keep records, announcements, reports, services. The system will increase the response time of the duty officers in responding to the needs of the residents. The system will allow residents to electronically fill out requisite forms for barangay certificates. The system will eliminate the need of doing face-to-face transactions between the residents and barangay duty officers. The implementation of the system will improve the overall services provided by the barangay to its residence.
Introduction
The capstone project, entitled “Barangay Management System” is a system purposely designed for barangay use. The system will automate the day-to-day operations and transactions in the barangay. The said project will improve the services of the barangay and the overall experience of the residents.
Conventionally, most of the barangay uses manual approaches in keeping records of the residents as well as important documents and files of the barangay. The residents also will need to visit the barangay to request services and barangay certificate requests. This method is outdated during the techno-era we’re having right now. Moreover, this method is highly prone to human errors and inefficient due to the continuous growth of the population. There is an intensified need to improve the system used in operating and conducting a transaction in the barangay and its residents.
Proposed Solution
To address the above-mentioned concerns, the researchers of the study proposed an automated Barangay Management System. the system will allow barangay duty officers to electronically make and keep records, announcements, reports, services. The system will increase the response time of the duty officers in responding to the needs of the residents. The said system will eliminate all the problems and errors encountered in the manual process. The system will eliminate the need of doing face-to-face transactions between the residents and barangay duty officers. The implementation of the system will improve the overall services provided by the barangay to its residence.
Objectives of the Study
General Objective – The general objective of the project is to design, develop and implement a system that will automate barangay services and transactions between residents.
The researchers specifically aim the following objectives:
- To allow residents to view announcements and inquire about barangay certificates electronically.
- To design a system that will electronically store barangay records for easy retrieval.
- To allow residents to easily and conveniently request service from the Barangay such as the creation of foot walks and installation of street lights.
- To evaluate the acceptability of the system in terms of effectiveness, efficiency, quality, timeliness, and productivity.
Scope of the Study
The study only covers the development of an automated barangay management system. The researchers will focus on designing and developing a system that will ease up operations and transactions in the barangay. The system is solely for barangay use only. It will allow centralized management of barangay services and their residents. Barangay Officials, staff, and residents will participate as respondents to the study.
Significance of the Study
The success of the study is significant to the following individuals or groups:
Barangay Duty Officers. The success of the project will directly benefit the barangay’s management and staff. The system will ease up their jobs in providing services and attending to the inquiries of the residents.
Residents. The system will benefit them by providing them a systematized system that they can use in requesting services and certificates from the barangay.
Researchers. Their experience in conducting the study will further improve their knowledge and skills in developing programs.
Future Researchers. The study will serve as their reference in developing updates for the system.

Admin Dashboard – This dashboard serves as the main page of the system administrator. The dashboard will be mainly displayed when the admin logged in to the system.

- Total # of Residents
- Total # of Blotters
- Certificates
- Barangay Officials

Barangay Officials – this form will allow the admin to manage the information of the barangay officials.
The admin will encode and manage the following information of the officials:
- Photo
- Name
- Position – (ex. Kagawad, captain)
- Age
- Gender
- Civil Status
- Birth Date
- Contact
- Term – (ex. 2018-2021)
- Status – active or not active

Blotter Records – this form will require the admin to encode and manage blotter records in the barangay. This form will then display the detailed list of blotter records.
The admin or encoder will enter the following blotter details:
- Status – ( new, ongoing)
- Incident Type
- Date & Time Reported
- Date & Time Incident
- Date Recorded
- Tools – view, edit, delete

List of Issued Certificates – this form will allow the system administrator to manage details of the certificates issued to the residents.
The admin or encoder will enter the following information:
- Resident’s name
- Transaction Type -( ex. clearance, indigency)
- Date Issued
- Date Expired
- OR #
- Tools – print

Barangay Information – this form will allow the admin to encode the information of the barangay in the system.
The admin will encode the following information:
- Barangay name
- Municipality
- Province
- Phone number
- Email Address

Conclusion
The significant contribution of technology in various sectors is evident. It made everything simpler and easy. The researchers conducted the study to assess the methods used in processing transactions and in conducting daily activities in the barangay. The researchers have found out that most of the barangay still uses the manual method in operating and transacting. Thus, the researchers developed an automated Barangay Management System to transform the methods used in the barangay’s operations.
The result of the study showed that the intended users and respondents are satisfied with the system. The result showed that the system met the criteria in terms of effectiveness, efficiency, quality, timeliness, and productivity. Hence, the researchers concluded that the system is an efficient and effective tool. The system will effectively streamline the day-to-day operations and transactions in the barangay. It improves the services of the barangay and the overall experience of the residents.
Recommendations
Based on the satisfactory result of the study, the researchers highly recommend the implementation of the Barangay Management System. The implementation of the system is strongly recommended for it allows barangay duty officers to electronically make and keep records, announcements, reports, and services. The system will increase the response time of the duty officers in responding to the needs of the residents. The researchers also suggest that the target users should familiarize the features and how the system works to properly use it.
The researchers specifically recommend the following:
- Barangays should install the system in the barangay hall to utilize it in processing transactions and for easy and safe record-keeping.
- The researcher recommends that barangay officers should adapt the system to ease up their job and at the same time provide an improved and efficient service to the residents.
- The researchers highly recommend the system for it will transform barangay management into an easy, fast, efficient, accurate, and hassle-free manner.
